Prohibits state and local agencies from promulgating new rules after July 1, 2016, that would increase regulatory burdens on property rights or lawful business operations

Allows exceptions for rules that are part of a comprehensive effort to reduce overall regulatory burdens or rules that are strictly ministerial in implementing clear legislative standards

Provides a complete legal defense for individuals or businesses facing civil or criminal enforcement actions based on rules promulgated in violation of this restriction

Courts reviewing this defense must rule on merits without deference to any legislative, administrative, or executive findings concerning the rule

Prevailing parties who successfully use this defense are entitled to reimbursement of all legal costs, expenses, and attorney's fees from the prosecuting agency
