Establishes the "Parents Matter Act" requiring any governmental action infringing on parental rights to meet strict scrutiny standard, demonstrating a compelling governmental interest that is narrowly tailored and not served by less restrictive means.

Reserves specific parental rights including directing child's education and health care, accessing medical records, controlling biometric scans and DNA records, consenting to video/voice recordings, and being notified of suspected crimes against the child.

Requires school district boards to develop policies promoting parental involvement, including procedures for parents to examine curriculum, withdraw children from objectionable learning materials, receive advance notice of human sexuality instruction, and learn about their rights under state law.

Prohibits surgical procedures, physical examinations, and prescription drugs for minors without written parental consent, with exceptions for medical emergencies and cases where parent cannot be located after reasonable effort; abortions governed by separate statute.

Prohibits mental health evaluation or treatment of minors without written parental consent (or oral consent via telemedicine with identity verification), except in emergencies; violations are misdemeanors punishable by up to $1,000 fine or one year imprisonment.
