Amends Mississippi's Youth Concussion Law to clarify that concussion management policies apply to youth athletic activities at public recreation facilities, not just school athletic events.

Defines "public recreation facility" as facilities owned or leased by the State of Mississippi, political subdivisions, or nonprofit entities open to the public.

Defines "youth athletic activity" as organized athletic games or competitions for participants ages 7-18 at public recreation facilities, excluding college activities and instructional-only programs.

Requires governing bodies of youth athletic activities to adopt and implement concussion management and return-to-play policies with components including immediate removal from play, health care provider evaluation, and full recovery clearance before returning to competition.

Extends liability protections under the law to officers, employees, and volunteers of public recreation facilities in addition to existing protections for schools and health care providers.
