Revises Mississippi Code sections to allow various state agencies to hire legal staff or retain outside counsel instead of relying solely on the Attorney General for legal representation.

Affected agencies include the Public Service Commission, Tax Commission, Department of Revenue, State Auditor, Department of Environmental Quality, Department of Wildlife Fisheries and Parks, Department of Marine Resources, Gaming Commission, and Insurance Commissioner.

Modifies Section 7-5-1 to clarify the Attorney General's role as chief legal officer is "unless otherwise provided by law," allowing agencies to secure independent legal representation.

Authorizes the State Auditor to hire legal staff or retain outside counsel to prosecute recovery actions for misappropriated public funds rather than relying on the Attorney General.

Takes effect July 1, 2016.
