Prohibits installation of solar energy equipment or systems on residences or businesses as of July 1, 2016, unless performed by a licensed electrical contractor or an electrician under active supervision of a licensed electrical contractor.

Requires all contractors installing solar equipment to possess one of three certifications: North American Board of Certified Energy Practitioners Solar PV Installation Professional Certification, United Laboratories PV System Installation Certification, or completion of IBEW-NECA electrical training curriculum for solar.

Mandates photovoltaic wiring connections be performed only by contractors holding Electrical Work classification and solar thermal piping connections be performed only by contractors holding Mechanical Work classification.

Applies requirements to entities engaged in selling, leasing, installing, servicing, or monitoring solar energy equipment, but exempts homeowners and third parties providing financing or purchasing tax credits from liability.

Takes effect July 1, 2016.
