Brings forward Section 47-7-3 of Mississippi Code of 1972 regarding prisoner parole eligibility for possible amendment.

Maintains existing parole ineligibility for confirmed habitual criminals, sex offenders (with limited exception for those under 19), and persons sentenced to life without parole.

Establishes that offenders convicted of crimes of violence under Section 97-3-2 or sex crimes on or after July 1, 2014, are ineligible for parole; all other offenders convicted after July 1, 2014, are eligible for parole after serving one-fourth of their sentence.

Creates exception allowing offenders age 60 or older who have served at least 10 years to be eligible for parole, except for habitual offenders, violent crime convictions, sex crimes, and certain drug trafficking offenses.

Takes effect July 1, 2016.
