Authorizes pharmacists to dispense naloxone hydrochloride without a prescription under standardized procedures approved by the State Board of Pharmacy and Mississippi Medical Board of Medical Licensure.

Requires standardized procedures to include education on opioid overdose prevention, recognition, response, safe naloxone administration, side effects, and need for emergency medical care.

Mandates procedures to educate recipients about drug treatment programs and notify patients' primary care providers with patient consent.

Requires pharmacists to complete at least one hour of approved continuing education on naloxone use before dispensing the drug.

Takes effect July 1, 2016.
