Extends the repeal date of Mississippi's energy efficiency standards for commercial buildings from July 1, 2016 to July 1, 2020.

Maintains requirements that commercial buildings comply with American Society of Heating, Refrigeration and Air Conditioning Engineers Standard 90.1-2010 energy code standards.

Continues local government authority to adopt rules, regulations, and penalties for enforcing energy efficiency standards, with authority to charge inspection fees up to $150.

Exempts certain buildings from standards including those with minimal energy usage, non-heated/cooled structures, mobile homes, and federally-owned buildings.

Takes effect July 1, 2016.
