Establishes new shape requirements for oyster lease applications, prohibiting leases whose length exceeds width by more than three times, with exceptions for areas between existing leases or in bayous where all available water bottoms are taken

Allows oyster lease applications to be contoured to follow the shoreline

Prohibits new lease applications in spaces of 200 feet or less between existing oyster leases or between leases and shoreline, unless the space is shared equally by existing leaseholders

Authorizes riparian property owners to lease their oyster culture rights to other private individuals, with lessees required to comply with the Coastal Wetlands Protection Act

Effective date of July 1, 2016
