Amends Mississippi Code Section 41-19-301 to place the Mississippi Adolescent Center in Brookhaven under the administration of the Boswell Regional Center instead of operating as an independent facility.

Removes the Mississippi Adolescent Center from having its own separate budget line in fiscal year 2016, reducing its funding allocation to $0 and transferring its resources to the Boswell Regional Center.

Increases Boswell Regional Center's fiscal year 2016 budget by $6.88 million (from $39.27 million to $46.16 million) to accommodate the absorbed Adolescent Center operations, adding 67 permanent full-time and 4 time-limited positions.

Maintains the Adolescent Center's operations for care and treatment of adolescents with intellectual disabilities and continues its school operations, but under Boswell Regional Center's direct administration and the State Board of Mental Health's oversight.

Effective date of July 1, 2016.
