Excludes certain elections (runoffs and other non-primary/general elections) from the requirement that officials use at least 75% of available voting machines, instead requiring at least one-third of machines be used in these elections.

Modifies primary election ballot printing requirements to print ballots equal to not less than 125% of the highest number of votes cast in a comparable primary election in the preceding 10 years, rather than 75% of registered voters.

Sets general election ballot printing requirements at not less than 60% of registered voters eligible to vote.

Excludes certain elections from the requirement that officials use at least 75% of available direct recording electronic (DRE) voting equipment, instead requiring at least one-third of DRE units be used in these elections.

Effective July 1, 2016.
