Deletes the automatic repeal date of July 1, 2016 from Section 37-13-171, making the state curriculum requirements for sex and abstinence education permanent rather than temporary.

Requires all local school districts to adopt either abstinence-only or abstinence-plus education policies and implement them by the 2012-2013 school year.

Establishes abstinence-only education as the state standard, defined as instruction teaching social, psychological and health benefits of abstinence and consequences of sexual activity outside of marriage.

Permits abstinence-plus education to include additional components such as discussion of contraceptives and sexually transmitted diseases, but prohibits demonstrations on applying condoms or contraceptives.

Mandates separation of boys and girls into different classrooms during all sex-related education instruction.
