Requires health benefit plans to reimburse services performed by any duly licensed physician or podiatrist if the plan covers that service, effective July 1, 2016

Prohibits health benefit plans from discriminating against physicians located within the plan's geographic coverage area who are willing to meet participation terms, with acceptance notification required within 60 days of completed application

Mandates that health benefit plans cannot prohibit or limit qualified physicians willing to accept the plan's terms, fees, and quality standards from participating in the plan

Extends participation rights to optometrists, psychologists, professional counselors, clinical social workers, marriage and family therapists, nurse practitioners, and chiropractors for services within their licensed scope of practice

Grants the Commissioner of Insurance enforcement authority, including power to seek injunctions against non-compliant health insurers
