Defines "pipeline facilities" to include gas pipeline facilities and hazardous liquid pipeline facilities, and adds these terms to the underground utility line regulations.

Establishes civil penalties up to $10,000 for persons who violate notification requirements and damage pipeline facilities during excavation, and for operators who fail to provide proper facility location information or markings.

Creates the Underground Pipeline Facilities Advisory Committee with seven members representing Mississippi 811, gas utilities, pipeline operators, excavators, and locating service providers to investigate violations and recommend penalties to the Public Service Commission.

Establishes the Pipeline Facilities Protection Account as a revolving fund for the Public Service Commission to enforce the chapter, with collected civil penalties used for public awareness, training, and education programs.

Effective July 1, 2016.
