Authorizes issuance of up to $1,300,000 in state general obligation bonds for the Delta Blues Museum in Clarksdale, Mississippi.

Bond proceeds will fund acquisition, storage, and relocation of artifacts; design, fabrication, and installation of permanent exhibits; and development of associated films and interactive components.

Creates a special "2016 Delta Blues Museum Fund" within the State Treasury to receive and disburse bond proceeds under direction of the Department of Finance and Administration.

No bonds may be issued after July 1, 2020, with maturity not to exceed 25 years from date of issue.

Bonds are general obligations of the state with full faith and credit pledged; any remaining funds after project completion will be applied to debt service on the bonds.
