Creates a special fund in the State Treasury called the "Law Enforcement Officer Bulletproof Vest Grant Fund" under the direction of the Department of Public Safety.

Makes fund money available to local law enforcement agencies as matching funds for federal grants to purchase bulletproof vests, limited to agencies with existing bulletproof vest policies.

Authorizes the State Bond Commission to issue up to $500,000 in general obligation bonds to fund the grant program, with all bonds to be issued by July 1, 2020.

Bonds are backed by the full faith and credit of Mississippi, mature in no more than 25 years, and proceeds not used within four years must be reported to the State Bond Commission.

Takes effect July 1, 2016.
