Appropriates $338,388,993.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for support, maintenance, and repairs at eight state universities for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Appropriates $807,974,579.00 from federal, student fees, and other special source funds for education and general operations at the eight universities.

Allocates $19,367,000.00 for Ayers Settlement implementation, including $13,467,000.00 for Ayers-related programs at Alcorn State, Jackson State, and Mississippi Valley State Universities, plus $5,900,000.00 for the Ayers Endowment Fund and interest.

Provides $9,200,000.00 from the Capital Expense Fund for construction, repair, and renovation projects across all eight universities and $1,800,000.00 for establishing a School of Public Health at Jackson State University.

Includes specific allocations for programs including the Governor's School for the Gifted and Talented ($157,500.00), Teacher Corps ($390,000.00), E-Learning Centers ($900,000.00 combined), and various cultural and research centers.
