Appropriates $33,626,029.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for support of designated institutes, laboratories, and programs for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Appropriates $51,960,413.00 from federal, student fees, and other special source funds to the same entities for the same fiscal year period.

Allocates specific amounts from general and special funds to 14 entities including the Gulf Coast Research Laboratory ($8,383,246.00 general; $2,040,753.00 special), Research Institute of Pharmaceutical Sciences ($3,271,893.00 general; $12,712,817.00 special), and Center for Advanced Vehicular Systems ($4,621,673.00 general; $142,782.00 special).

Requires the Gulf Coast Research Laboratory to allocate $175,000.00 for Sea Grants matching and mandates proportional budget reductions if the Governor orders cuts; prohibits use of general funds to replace withdrawn federal or special funds for salaries.

Contains provisions requiring reporting on deficit spending compliance, prohibiting funds for human embryo research, and establishing procurement preferences for Mississippi Industries for the Blind.
