Appropriates $171,509,240.00 from the State General Fund and authorizes $1,552,541,893.00 from patient fees, student fees, and other special source funds for the University of Mississippi Medical Center for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Requires the Medical Center to maintain the School of Medicine, School of Dentistry, School of Nursing, School of Health Related Professions, Teaching Hospital, and Medical Center Service Area, with expenditure accounting provided to the Legislature.

Designates specific funding allocations including $1,800,000 for Rural Physicians' Scholarship Program, $315,000 for Rural Dentists' Scholarship Program, $5,000,000 for Cancer Institute, $1,500,000 for Office of Mississippi Physician Workforce, and $3,000,000 for MIND Center.

Prohibits use of appropriated funds to provide medical services to state agencies or political subdivisions without reimbursement, with invoices payable within 90 days or services discontinued.

Takes effect July 1, 2016 and prohibits funds from being used for research that kills or destroys human embryos.
