Appropriates $30,592,262.00 from the State General Fund for the Mississippi Cooperative Extension Service for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes $17,910,386.00 in special source funds for the Extension Service, including $975,245.00 from the Education Enhancement Fund.

Directs the agency to provide programs in Agriculture, Family and Consumer Education, Natural Resources and Environment, 4-H, and Business and Community Development in each county.

Establishes performance targets for fiscal year 2017 including 1,200,000 educational contacts in Agriculture at $17.23 per contact and 800,000 educational contacts in 4-H Youth Development at $11.82 per contact.

Restricts use of appropriated funds to replace withdrawn federal or special funds, requires prior Board authorization for attorney fees, and mandates budget reporting comparable to the fiscal year 2017 process.
