Appropriates $6,233,309.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for the Forest and Wildlife Research Center operations and maintenance for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes expenditure of $1,164,183.00 from special source funds collected for the Forest and Wildlife Research Center during the same fiscal period.

Allocates $253,005.00 of the special source funds from the Education Enhancement Fund derived from specific statutory sources.

Dedicates $250,000.00 of the general fund appropriation to the Tupelo Furniture Market.

Establishes restrictions on using general funds to replace withdrawn federal or special funds, and requires agency budget requests to maintain consistent format and detail for future fiscal years.
