Appropriates $18,223,849.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for operating the College of Veterinary Medicine at Mississippi State University for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes expenditure of $19,023,092.00 from special source funds collected by or available to the College of Veterinary Medicine for the same fiscal year period.

Designates $552,920.00 of special source funds to be derived from the Education Enhancement Fund per Mississippi Code Sections 27-65-75 and 27-67-31.

Establishes performance targets for the college including 95% pass rate for DVM students on NAVLE exams, 95% graduate employment rate, $5,000,000 in research grants/contracts, 27,000 Animal Health Center caseloads, and 300,000 diagnostic tests at the Veterinary Research & Diagnostic Lab.

Requires the agency to submit Fiscal Year 2018 budget requests in comparable format and detail to FY2017 requests and provide performance target reporting to the Joint Legislative Budget Committee.
