Appropriates $574,386.00 to the Commission on Proprietary School and College Registration for regulating proprietary schools and colleges for fiscal year 2016-2017.

Authorizes 52 permanent full-time positions and 1 time-limited full-time position for the Community College Board.

Allocates $46,673,392.00 for the Workforce Education Program and Industrial Training, with $28,000,000.00 derived from unemployment compensation contributions for workforce training.

Dedicates specific funding for the Greenville Higher Education Center ($542,459.00), dual enrollment in practical nursing programs ($1,107,000.00), and geospatial site licenses ($37,626.00), with the appropriation effective July 1, 2016.
