Appropriates $170,226,800 from State General Fund and $40,763,285 from Education Enhancement Fund for aid and support of 15 public community and junior colleges for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Allocates funds based on full-time equivalency (FTE) student enrollment with weighted formulas: Academic and Technical programs at 1.0 weight, Virtual Community College at 0.50 weight, and Associate Degree Nursing and Allied Health programs at 1.19 weight.

Appropriates additional funds for specific programs: $22,236,000 for employee life and health insurance, $4,500,000 for Workforce Development Centers, $7,099,160 for Education Technology Program, $2,556,922 for Associate Degree Nursing and Allied Health programs, and $3,000,000 for dropout recovery initiative.

Allocates $5,000,000 for capital construction and renovation projects across all 15 community and junior colleges, with specific dollar amounts designated for each institution.

Establishes performance targets for FY2017 including degree completion rates, student success metrics, career/technical enrollment, and job placement rates; requires reporting on progress toward targets in the FY2018 budget request.
