Appropriates $326,079,680.00 from the State General Fund and $31,332,451.00 from special funds to the Mississippi Department of Corrections for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Allocates funds across multiple departmental divisions including Central Office ($62.1M), Private Prisons ($74.6M), Medical Services ($61.8M), Parchman ($36.4M), Community Corrections ($31.2M), and other regional and local facilities.

Requires the Commissioner to submit an application to U.S. Immigration and Customs Enforcement's Criminal Alien Program by September 1, 2016, before funds can be expended after that date.

Establishes performance targets for the department including incarceration costs, recidivism rates, education program enrollment, and staff safety metrics to be reported in the fiscal year 2018 budget request.

Authorizes the Commissioner to transfer up to 25% of spending authority between budgets and special funds, with written justification required to the Legislative Budget Office and Department of Finance and Administration.
