Appropriates $3,217,184.00 from the State General Fund and $26,245,873.00 from special source funds to the Mississippi Emergency Management Agency for fiscal year 2016-2017, with 109 permanent full-time and 46 time-limited full-time positions authorized.

Appropriates $603,650.00 from the General Fund and $452,094,439.00 from special treasury funds for disaster assistance programs including public assistance, individual and family grants, and mitigation programs for multiple disasters from Hurricane Ivan through severe storms in North Mississippi.

Authorizes the Executive Director to transfer up to $500,000.00 between general and special fund budget categories and requires written justification to the Legislative Budget Office and Department of Finance and Administration.

Establishes performance targets for emergency management activities including 3,700 incident reports, 62 certified emergency-ready localities, 2-hour average response time, and 1,200 recovery meetings with state and local entities.

Allows the agency director to supply equipment to rural water associations upon request from local emergency management organizations in disaster areas, and requires enhanced disaster management training for local governments and municipal associations.
