Appropriates $7,982,607.00 from the State General Fund for the Mississippi National Guard's general operating expenses for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Appropriates $136,407,135.00 from multiple special funds (Camp Shelby Timber Fund, Army National Guard Programs Fund, Camp Shelby Base Operations Fund, and Air National Guard Programs Fund) for carrying out applicable statutes and federal/state agreements.

Authorizes 858 permanent full-time positions and 27 time-limited full-time positions for the Mississippi National Guard.

Allocates specific funds: $1,960,686.00 for the Youth Challenge Program at Camp Shelby, $653,392.00 for the Armed Forces Military Museum at Camp Shelby, $300,000.00 for the Sonny Montgomery Center for America's Veterans at Mississippi State University, and $10,000.00 for Youth Challenge Program staff uniforms.

Prohibits general funds from reimbursing National Guard members for training-related costs; requires such reimbursements to come from federal funds.
