Appropriates $5,059,601.00 from the State General Fund and $37,753,813.00 from special funds to the Veterans Affairs Board for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 78 permanent full-time positions, 543 time-limited full-time positions, and 60 time-limited part-time positions for the board.

Allocates $250,000.00 to provide care for indigent/low-income Mississippi veterans and qualifying nonveteran surviving spouses in state veterans homes under the "Hilton R. 'Jack' Vance Act of 1997."

Provides $150,000.00 for the "Remember My Service - Vietnam" project to honor Vietnam veterans.

Authorizes the Veterans Affairs Board to retroactively reimburse State Veterans Home daily care charges for service-connected veterans covered under Public Law 109-461 from fiscal years 2007-2009 and to expend increased federal funds obtained through that law.
