Appropriates $193,527,158.00 in special funds to the Mississippi Department of Employment Security for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 377 permanent full-time positions, 193 permanent part-time positions, 9 time-limited full-time positions, and 20 time-limited part-time positions for the department.

Allocates $33,100,000.00 from the Unemployment Trust Fund for One-Stop Career Center operations, unemployment compensation administration, automation systems, fraud reduction, and building acquisition or improvements.

Authorizes expenditure of up to $2,800,000.00 from State Workforce Investment Funds and up to $15,000,000.00 from the Mississippi Works Fund for specified workforce programs.

Provides $100,000.00 from State Workforce Investment Funds for the Pathways2Possibilities program.
