Appropriates $40,553,564.00 from the State General Fund and $23,449,947.00 from special funds to the Mississippi Department of Revenue for fiscal year 2017 (July 1, 2016 - June 30, 2017), including operations for the Homestead Exemption Division, Motor Vehicle Comptroller, Alcoholic Beverage Control Division, and Bureau of Telecommunications.

Authorizes 851 permanent full-time positions and 1 permanent part-time position for the Department of Revenue.

Appropriates $84,454,641.00 to reimburse counties, road districts, school districts, and municipal separate school districts for tax losses resulting from homestead exemptions under Mississippi Code Section 27-33-1 et seq.

Appropriates $4,251,066.00 for purchase and delivery of motor vehicle license tags, with requirements that tags be manufactured in Mississippi and bear "State Property" markings for state vehicles.

Reappropriates $3,103,264.00 from the Capital Expense Fund for Department of Revenue projects authorized in prior legislation, effective July 1, 2016.
