Appropriates $6,044,206.00 from the State General Fund to the Mississippi Workers' Compensation Commission for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 57 permanent full-time positions for the Commission with restrictions on salary increases and personnel actions without new funding approval.

Directs the Commission to contract with the private sector for a safety education and training program using appropriated funds.

Establishes performance targets for case resolution, self-insurance reviews, and medical cost containment, requiring the Commission to report progress in its FY2018 budget request.

Gives preference to Mississippi Industries for the Blind in competitive bidding when prices, quality, and service are equal, and requires equal salaries for Commission members with higher salary for the Chairman.
