Appropriates $222,144,993.00 in General Funds to the Department of Mental Health for fiscal year 2017 (July 1, 2016 – June 30, 2017).

Authorizes $397,375,108.00 in special source funds for Department of Mental Health operations, with $18,951,886.00 from the Health Care Expendable Fund allocated to specific programs including Medicaid matching, Alzheimer's disease services, crisis centers, and substance abuse programs.

Allocates funds across multiple facilities including state hospitals, residential centers, and community mental health services, with authorized staffing levels ranging from 7 to 1,792 full-time positions depending on facility.

Provides $16,100,000.00 specifically for community-based services to improve compliance with the Olmstead decision and authorizes the department to transfer funds to the Department of Education and Department of Rehabilitation Services for community service improvements.

Establishes performance targets for fiscal year 2017 including serving 5,731 individuals in inpatient behavioral health programs, maintaining 1,750 individuals on waiting lists for home and community-based services, and achieving 89% diversion rate from state hospitals through crisis stabilization units.
