Appropriates $183,986.00 from the State General Fund to the Tennessee-Tombigbee Waterway Development Authority for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes $206,858.00 in expenditures from special source funds collected by or available to the Authority for the same fiscal year.

Authorizes 3 positions for the Authority: 2 permanent full-time employees and 1 permanent part-time employee.

Requires the Authority to maintain accounting and personnel records in the same format and detail as fiscal year 2016, and to submit the fiscal year 2018 budget request in comparable format and detail.

Effective July 1, 2016; includes standard provisions regarding vehicle use, procurement preferences for Mississippi Industries for the Blind, and compliance with appropriation limits.
