Appropriates $175,160,552.00 from the State Treasury to the Office of State Aid Road Construction Fund for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 53 permanent full-time positions for the Office of State Aid Road Construction.

Allocates up to $40,000,000 for replacement of structurally deficient bridges on county roads and $20,000,000 for the Local System Bridge Program (LSBP).

Establishes performance measures and targets for the agency including administrative costs, project completion rates, bridge replacement numbers, and fund allocation percentages.

Requires the Office of State Aid Road Construction to notify legislators of project awards in their districts at least 5 days before public ceremonies and to include legislative funding acknowledgment on all related signage.
