Appropriates an additional $70,000.00 for expenses from the bill's passage through June 30, 2017

Requires the Board to maintain complete accounting and personnel records in the same format and detail as Fiscal Year 2016

Mandates preference for Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids or without competitive bidding

Requires expenditures to comply with Section 27-104-25 of Mississippi Code and prohibits agencies from incurring obligations exceeding their appropriation
