Appropriates $209,817.00 from the State Board of Massage Therapy Fund to defray expenses of the Mississippi State Board of Massage Therapy for fiscal year 2017 (July 1, 2016 – June 30, 2017).

Requires the Board of Massage Therapy to maintain complete accounting and personnel records in the same format and detail as fiscal year 2016, with comparable budget submissions for fiscal year 2018.

Directs the agency to give preference to Mississippi Industries for the Blind when two or more bids are received with equal price, quality, and service, or when purchases are made without competitive bids.

Authorizes the State Treasurer to issue payments upon warrants from the State Fiscal Officer based on requisitions signed by proper agency personnel.

Takes effect July 1, 2016.
