Appropriates $2,706,170.00 in special funds to the Mississippi State Board of Pharmacy for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 17 permanent full-time positions for the Board of Pharmacy.

Allows the Board to accept and expend $130,000.00 from the Mississippi Medical Licensure Board to support the Prescription Monitoring Program.

Establishes performance targets including issuing new licenses within 10 business days and renewals within 2 business days, conducting 50 investigations related to prescription drug diversion, and achieving 100% registration rates for physicians, APRNs, and pharmacists in the Prescription Monitoring Program.

Requires the Board to maintain accounting and personnel records in the same format and detail as fiscal year 2016 and prohibits expenditures exceeding the appropriated amount.
