Appropriates $107,647.00 in special funds to the Mississippi State Board of Examiners for Licensed Professional Counselors for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Requires the board to maintain complete accounting and personnel records in the same format and detail as fiscal year 2016, with budget requests to the Joint Legislative Budget Committee using comparable format and detail.

Directs the agency to give preference to Mississippi Industries for the Blind when multiple bids are received with equal price, quality, and service, or when making purchases without competitive bidding.

Requires expenditures to comply with Mississippi Code Section 27-104-25, prohibiting state agencies from incurring obligations exceeding their appropriation, with responsible officers held liable for violations.

Takes effect July 1, 2016.
