Appropriates $9,407,887.00 to the Mississippi Gaming Commission for fiscal year 2017 (July 1, 2016 - June 30, 2017) from special funds in the State Treasury.

Authorizes 129 permanent full-time positions for the Gaming Commission.

Transfers $100,000.00 from the appropriation to the Mississippi Council on Compulsive Gambling, a nonprofit organization.

Establishes performance targets for fiscal year 2017 including $2,169,380,793.00 in annual state riverboat gaming revenues, regulation of 29 casinos, and regulation of 68 bingo halls.

Requires the Gaming Commission to maintain accounting and personnel records in the same format and detail as fiscal year 2016 and submit comparable budget requests to the Joint Legislative Budget Committee.
