Appropriates $348,089.00 in special funds to the State Board of Architecture and Landscape Architecture Advisory Committee for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 2 permanent full-time positions for the board.

Requires the agency to maintain accounting and personnel records in the same format and detail as fiscal year 2016, and submit budget requests in comparable format for future fiscal years.

Mandates that Mississippi Industries for the Blind receive preference in competitive bidding when prices, quality, and service are equal, and in non-competitive purchases.

Prohibits the agency from incurring obligations exceeding appropriated funds and from using general funds to replace withdrawn federal or special funds for authorized salaries.
