Appropriates $131,717.00 to the Mississippi Board of Registered Professional Geologists for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 1 full-time permanent position funded under the appropriation.

Requires the State Personnel Board to ensure Personal Services funding for fiscal year 2018 does not exceed fiscal year 2017 levels unless new programs or positions are added by the Legislature.

Establishes preference for purchasing from Mississippi Industries for the Blind when bids are equal in price, quality, and service.

Takes effect July 1, 2016.
