Appropriates $330,512.00 from special funds in the State Treasury to the Mississippi Motor Vehicle Commission for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 3 permanent full-time positions for the Commission.

Requires the agency to ensure that personal services funding for fiscal year 2018 does not exceed fiscal year 2017 levels unless the Legislature adds new programs or positions.

Prohibits general funds from replacing federal or special funds previously used for authorized salaries and prohibits use of funds in violation of IRS Publication 15-A regarding contract employee reporting.

Takes effect July 1, 2016.
