Appropriates $3,277,035.00 from the State Treasury to the Mississippi State Board of Public Contractors for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 16 permanent full-time positions for the board.

Allows up to $934,000.00 of appropriated funds for enforcement, private collection services, and administrative costs related to fine collection.

Requires the State Personnel Board to ensure future fiscal year salary costs do not exceed fiscal year 2017 levels unless new programs or positions are added by the legislature.

Establishes that Mississippi Industries for the Blind shall receive preference in purchasing when bids are equal in price, quality, and service.
