Appropriates $74,805.00 from the Special Fund in the State Treasury to the Mississippi Egg Marketing Board for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Requires the agency to give preference to Mississippi Industries for the Blind when two or more competitive bids are equal in price, quality, and service, and when making purchases without competitive bidding.

Mandates that appropriated funds be expended in compliance with Mississippi Code Section 27-104-25 and prohibits state agencies from incurring obligations exceeding their appropriation.

Establishes that the State Treasurer shall disburse funds upon warrants issued by the State Fiscal Officer based on requisitions from authorized agency personnel.

Effective July 1, 2016.
