Appropriates $1,200,468 from the State General Fund to the Mississippi Board of Animal Health for fiscal year 2017 (July 1, 2016 through June 30, 2017)

Authorizes expenditure of $635,824 from special source funds collected by or available to the Board for the same fiscal year

Authorizes 22 permanent full-time positions and 6 time-limited full-time positions for the agency

Requires the agency to ensure Personal Services funding for fiscal year 2018 does not exceed fiscal year 2017 levels unless the Legislature adds new programs or positions

Mandates purchasing preference for Mississippi Industries for the Blind when bids are equal in price, quality, and service
