Appropriates $5,693,872.00 in special funds to the Mississippi Fair Commission for fiscal year 2017 (July 1, 2016 - June 30, 2017) to cover expenses of the Fair Commission, Livestock Coliseum, Industrial Showcase, and Trade Mart Building.

Authorizes 16 permanent full-time positions and 42 part-time positions for the commission.

Requires the State Personnel Board to ensure fiscal year 2018 personal services funds do not exceed fiscal year 2017 levels unless new programs or positions are added by the legislature.

Grants the Mississippi Fair Commission authority to enter into multiyear contracts for advertising signage on commission property, with all proceeds designated for marketing and youth livestock show support.

Establishes that operation and maintenance contracts cannot exceed three years and must comply with competitive bidding statutes; preferences to be given to Mississippi Industries for the Blind in purchasing decisions.
