Appropriates $9,322,038.00 from the State General Fund to the State Department of Audit for fiscal year 2017 (July 1, 2016 - June 30, 2017) to cover salaries and expenses for audits and investigations of public offices.

Appropriates an additional $1,111,095.00 from special funds to the State Department of Audit's special fund account for the same fiscal year.

Authorizes 165 permanent full-time positions, 3 permanent part-time positions, 14 time-limited full-time positions, and 0 time-limited part-time positions for the department.

Establishes performance targets for fiscal year 2017 including county government audits, technical assistance inquiries, investigation recoveries, and performance audit reports that the agency shall report on in its fiscal year 2018 budget request.

Provides $30,000.00 for CPA review course fees for Office of the State Auditor employees (reimbursed over 12 months) and allows up to $500.00 annually per sworn nonuniform law enforcement officer for clothing expenses.
