Appropriates $39,868,316.00 from the State General Fund to the Mississippi Department of Information Technology Services for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 147 permanent full-time positions and 7 time-limited full-time positions for the Department of Information Technology Services.

Appropriates $9,073,007.00 in general funds and $250,000.00 in special source funds to the Wireless Communication Commission for fiscal year 2017, with 10 permanent full-time positions authorized.

Prohibits expenditure of WCC funds for payments to Mississippi Legislature members, state officials, or current/former WCC members.

Requires the department to maintain accounting and personnel records in the same format and detail as fiscal year 2016 and to submit budget requests in comparable format.
