Appropriates $4,967,710.00 from the State General Fund to the State Personnel Board for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 60 permanent full-time positions and 1 permanent part-time position for the agency.

Requires the State Personnel Board to ensure that fiscal year 2018 "Personal Services" appropriations do not exceed fiscal year 2017 levels unless new programs or positions are added by the Legislature.

Appropriates an additional $1,000.00 to reimburse a Personal Service Contract Review Board member for hotel expenses of $940.79 incurred during fiscal year 2016.

Establishes purchasing preferences for Mississippi Industries for the Blind when bids are equal in price, quality, and service, and requires compliance with state spending limitations and proper budgeting procedures.
