Appropriates $981,376,818.00 from the State General Fund to the Department of Medicaid and Human Services for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Appropriates $6,921,021,986.00 from special funds in the State Treasury to the Department of Medicaid and Human Services for fiscal year 2017.

Authorizes 3,797 permanent full-time positions, 15 permanent part-time positions, 669 time-limited full-time positions, and 2 time-limited part-time positions.

Requires the State Personnel Board to ensure that "Personal Services" funding for fiscal year 2018 does not exceed fiscal year 2017 levels unless new programs or positions are added by the Legislature.

Prohibits use of general funds to replace federal or special funds previously used for salaries, and requires compliance with IRS Publication 15-A regarding contract employee income reporting.
